Foreign Fighter Act to be presented as effort to prevent foreign fighters from entering Malaysia

SHAH ALAM: The Home Ministry will present the Foreign Fighter Act, as an effort to prevent foreign fighters from entering Malaysia as a transit to enter other country to spread terror.

Minister Datuk Seri Dr Ahmad Zahid Hamidi said the new act is different from Prevention of Terrorism Act (Pota).

Pota's objective is to protect Malaysia from terrorism threats.

"Pota was created to address the threat of terrorism in the country, but the Foreign Fighter Act should prevent terrorists abroad who want to enter our country,"

"This is because some of these terrorists make Malaysia as a site to move to third countries, "Ahmad Zahid said after officiating a financial seminar organized by Pemuda Umno held at Sirim Auditorium here.

Zahid added he will table Pota and Foreign Fighters act in the Parliament soon as the cabinet has approved both the acts and five amendments to existing laws.

"I will table seven acts in the Dewan Rakyat soon, two of them consisting these new laws and five of them which are amendments to existing laws."

"What's important is that Pota and Foreign Fighters Act has been passed(by the cabinet)," Zahid said.

Zahid added both Pota and the Foreign Fighter Act are taken from the Prevention of Crime Act (POCA) template where it is a preventive act and the method of 'prevention is better than cure' is needed to combat the spreading of terrorism.

"This preventive measure according to open judiciary system is based on two factors, (first), there must be solid evidence, second there must be trusted witnesses for a court to drop sentence,"

"The template is used to tackle both of the issues that I've mentioned just now,"

"Thus I hope (critiques) won't assume this as detention without trial but as detention for prevention," Zahid said.

He added as of today, 61 Malaysians have been identified to have gone to Syria and Iraq to join the Islamic State.
